I enclose also a copy of Government Notification No.636 proscribing a certain Labour Guild which was known to be actively fomenting disaffection in connection with the anti-Japanese movement.

7. Two Ordinances were passed in connection with the Encl.No.5. trouble in question, and I enclose copies of these. The Police Force Amendment Ordinance, 1931, was passed through

all stages at the meeting of Legislative Council on the 1st of October; and the same procedure was followed at the meeting of the 15th of October as regards the Peace Preservation Amendment Ordinance, 1931. will be forwarded to you in the usual way for the signification of His Majesty's pleasure.

The Ordinances

8. A postal censorship was started under Regulation No.33 of the Emergency Regulations and has succeeded in stopping the dissemination of a quantity of inflammatory propaganda against Japan. Two mails from the Chinese post office at Swatow had every letter stamped with violent propaganda, bearing the imprimatur of the "Swatow Postal Employees Labour Union". In the first case all letters

were returned as undeliverable and in the second the propaganda was blacked out, since when there has been no recrudescence of this manifestation.

9. The censorship of Chinese newspapers, which is at all times maintained, was intensified by means of an
